Head of the Chief Directorate for Veterinary of the cabinet of Ministers of the republic of Tatarstan reports on the records of the current year

Head of the Chief Directorate for Veterinary of the Cabinet of Ministers of the Republic of Tatarstan – Chief State Veterinary Inspector of the Republic of Tatarstan Almaz Khisamutdinov reported on the veterinary service’s records for 2017 at the republican session in the House of the Government of the Republic of Tatarstan today.

The videoconferencing session with all municipal districts was held by the President of the Republic of Tatarstan Rustam Minnikhanov.

Prime Minister of the Republic of Tatarstan Aleksey Pesoshin took part in the session.

Almaz Khisamutdinov reported that the epizootic situation in the Russian Federation and Volga Federal District is not stable at the moment. Such diseases as African swine fever, aftosa, lumpy skin disease and bird flu arouse special concern.

In 2017, 14 episodes of bird flu, 61 – African swine fever, 42 – lumpy skin disease and 5 episodes of aftosa were registered on the territory of Volga Federal District.

The speaker noted that on October 5, 2017, an aftosa quarantine was introduced in Bashkortostan, not far away from the border with Tatarstan. To prevent the expansion of the disease into Tatarstan, import and export of cattle, fodder and animal products have been stopped between 2 regions.

The Chief Directorate for Veterinary of the Cabinet of Ministers of the Republic of Tatarstan together with the Ministry of Internal Affairs and the Directorate of the Federal Service for Veterinary and Phytosanitary Surveillance of the Republic of Tatarstan ordered to locate 10 posts. Owing to the taken measures, we were able to prevent the virus invasion into the territory of the republic. This week, on November 7, 2017, the aftosa quarantine was finished in Bashkortostan.

Almaz Khisamutdinov said that in the current year, in Ulyanovsk, Samara and Saratov Regions as well as in the Republic of Bashkortostan a new exotic disease was registered, namely, the lumpy skin disease, which had been registered only in southern countries before. The infectious disease damages the subdermal fat tissue, the conjunctive tissue, the lymphatic system, and the respiratory system of the livestock. Tatarstan authorities have allocated the funds to vaccinate the livestock population.

Almaz Khisamutdinov reminded that this year the first episode of the bird flu was registered in the republic, namely at Laishevo poultry factory, where the whole poultry population (528,000 birds) had to be destroyed. “I am applying to the directorates and veterinary services of poultry factories to meet all requirements on prevention of the bird flu”, - said Chief state veterinary inspector of the Republic of Tatarstan.

He emphasized that since January 1, 2018, the accompanying veterinary documents in Russia will have to be given in electronic format. In the Republic of Tatarstan great work was carried out to shift to e-certification. This, as of today, 98% of all veterinary certificates are issues electronically.

Speaking about modernization of facilities and equipment, Almaz Khisamutdinov added that 93 venues had been overhauled within 5 years. Within 3 years, 126 veterinary stations have been built in all municipal districts of the republic. By the end of the current year, 48 transportable veterinary stations with all necessary equipment will be purchased by the directorate.

“The directorate for veterinary renders every assistance concerning preparation, organization and carrying out of the WorldSkills Standards Championship. Every year qualifying stages are organized for the 3rd-year students of colleges and the veterinary academy. Currently, we are getting ready for the republican championship, which takes place on November 27-29, 2017”, - concluded Almaz Khisamutdinov.
